Its remit is to study incidences of toupular interaction by various external objects such as leaves, snow, dust...and spiders!
On January 19th 2010, a new remastered DVD of the 1977 horror movie The Kingdom of the Spiders will be released. "The Department of External Inter-Toupular Activity" is stepping up for a full-blown toupological analysis, as the film features all sorts of external disruption to Bill Shatner's toupee, including from spiders.

Interestingly, Bill Shatner appears to be wearing a hybrid toupee that is about 80% "TJ Curly" (1976-2000) era and 20% "Lost Years" (1969-1976) - which pretty much underlines where Bill Shatner's career was at this particular time.
